State govt to modernise low value powerlooms
Sudha Swaminathan - Coimbatore

The Tamil Nadu government, in a bid to upgrade the technology employed in the decentralised powerloom sector, has worked out a special subsidy scheme, over and above the technology upgradation fund scheme (TUFS) of the Centre.

It is expected that the order would be passed in a month or two in this regard.

Under the proposed scheme, the state government will provide funds for upgradation of low value powerlooms into sophisticated powerlooms. Initially, 5,000 powerlooms in ten clusters will be modernised in the year 2002-03.

The government will provide a subsidy of Rs 20,000 or 20 per cent per loom, whichever is less. The state government has taken this move, based on the recommendations of the ad-hoc committee formed to look into the avenues of modernisation of powerlooms in the state. The committee has also recommended other proposals from the industry, which include appointing TNTC/Cooptex as the consultant for the powerlooms to advise on marketing, product diversification, design, etc, to organise an export market centre, evolve weaver savings and security schemes, family pension scheme and housing-cum-workshed schemes.

Meanwhile, the government has also extended soft loan under the National Equity Fund (NEF) scheme for installation of semi-automatic/automatic looms in the decentralised powerloom sector under the TUFS.

EDIT
Hike in duty
The government’s recent decision to hike the import duty on raw cotton to 10 per cent from 5 per cent appears to be a short-sighted one, particularly in the current situation when the industry is passing through a difficult phase on more than one front.
