PSF exporters to drag Turkey to WTO over dumping duty

Exporters of polyester staple fibre (PSF) to Turkey, which include companies like Reliance Industries (RIL) and Futura Polyester, are likely to meet a stone wall with the Turkish government imposing a final and definitive anti-dumping duty on PSF imports with effect from July 29.

Accordingly, anti-dumping duty on RIL has been levied at 16.5 per cent and Futura Polyester at 22.2 per cent, while other Indian companies will attract an anti-dumping duty of 23.9 per cent. As for RIL, Turkey has increased the anti-dumping duty from the provisional duty of 12-16.5 per cent. The provisional duty was put in place six months ago, say sources. However, the total volume of PSF exported to Turkey by RIL could not be ascertained. According to an industry analyst, “Indian PSF manufacturers which export to Turkey will see the margins getting squeezed. India’s PSF exports to Turkey during 2001-02 are estimated to be over 22,000 tonne. The total PSF requirements of Turkey is around 1,50,000 tonne against its total production of around 90,000 tonne. Hence its import requirement stands at around 60,000 tonne.” Meanwhile, backed by the government’s support, the Synthetic Rayon and Textiles Export Promotion Council and the companies concerned are gearing up to take on the levy.

Council sources said, “We will challenge Turkey’s anti-dumping duty. At present, we are just waiting to get the English version of the anti-dumping order, which will be available by next week.”
