EU team to hold consultations with India on Feb 5-6

An official level European Union delegation will visit India in the first week of February to thrash out the differences in the face of Brussels challenging New Delhi’s anti-dumping measures at the WTO.

The team would hold consultations on February 5-6 on anti-dumping measures imposed by India against the EU between 1999-2003, official sources said here.

The EU had last month formally requested WTO for consultations with India on practically all anti-dumping measures affecting its exports from sectors like chemicals and pharmaceuticals, textiles and steel.

The EU has challenged the WTO consistency of New Delhi’s anti-dumping measures on several grounds in particular for the lack of transparency in its investigations and evidence linking EU exports to the harm caused to Indian domestic industry.

The visit of EU officials comes close on the heels of the EU trade commissioner Pascal Lamy’s whistle-stop tour to Asian countries including India to break the impasse on WTO talks. The first step in a WTO dispute settlement is a request for consultation from the complaining member. If consultations fail to settle the dispute within 60 days after the date of receipt of consultation request, the complaining party may request the dispute settlement body to establish a panel.

Meanwhile, the government has dropped the proposal to make the Directorate General of Anti-Dumping and Allied Duties (DGAD) an autonomous body. The DGAD would continue in its existing form, the cabinet was informed recently.
