Textiles Committee to issue certificate of origin (non-preferential)
The Directorate General of Foreign Trade (DGFT), ministry of commerce and industry,
government of India, has enlisted Textiles Committee, including all its regional
offices as authorised agency for issuing the certificate of origin (Non-preferential).
Certificates of origin (non-preferential) will be issued by all the offices
of the Textiles Committee for textiles, textile articles and textiles machinery
exported to any country.
For this purpose, the exported goods must be (i) wholly obtained in India or
(ii) manufactured in India from imported material. In case of imported material,
the same should have undergone substantial transformation resulting in change
in four-digit code of HS classification system.
The exporters will be required to submit the duly filled in certificate, in
the prescribed form obtained from the Committee, along with the copy of invoice
and certification fee of Rs 50 per certificate and 10.2 per cent service tax.
The Committee has committed to issue the certificate within two hours of submission
of the form by exporters.

TC partners with govt, UNCTAD in project
to strengthen human,institutional capacities, post-quota
The government of India, UNCTAD and DFID are jointly implementing
a four-year programme titled 'Strategies and preparedness on trade and
globalisation in India', aimed at strengthening human and institutional
capacities among stakeholders so as to support and sustain a more equitable
process of globalisation.
The Textiles Committee has been selected by UNCTAD as
tier-I partner in implementing this project. The inception workshops are
being conducted as a launch pad of these programmes, where experience
sharing with the stakeholders will take place emphasising their concerns
and knowledge. "Concerns on new EU-GSP scheme on Indian textile and
clothing industry" is the theme of the launch programme of the inception
workshop.
The inception workshop has two components: the inaugural
function and consultative workshop. The consultative workshop will have
introductory sessions and two technical sessions. Several aspects of new
EU-GSP scheme would be deliberated upon by industry experts. The discussions
will aim at providing better understanding of the international trading
environment such as tariff, trade defence measures, preferential trade
regimes, international standards, codes of conduct, as also a clearer
understanding of the technical issues of trade practices, trade-disputes
related capacity building, etc.
